Just as in basketball, soccer has only bad refs. Losers who have a bad marriage or a job that sucks big time. This frustration makes them being like Ghadaffi towards players, coaches and fans. They leave a post-it on their fridge for their wives "I am going to fuck up a game because you don't want to fuck with me!".
